Fermín is set for a +1 OVR upgrade (plus a silver PS, since he already as the max 3 PS+). Based on EA’s upgrade pattern with the other Fantasy cards, if none of a player’s face stats are already maxed at 99, each stat gets a +1 boost. However, since Fermín already has two face stats at 99, those can’t be increased further—so the same number of upgrade "points" will be spread across the remaining four stats, likely with two getting +2 and the other two getting +1. This follows the trend EA has used with other live cards with 99 stats getting OVR upgrade.
